Puerto Rico's Gubernatorial Candidates Offer Competing Visions on Debt

In Puerto Rico’s gubernatorial primary election on June 5, 2016, a central issue was the candidates position on the commonwealth’s debt problems. The election occurred in the context of a bill working its way through the U.S. Congress – the Puerto Rico Oversight, Management, and Economic Stability Act – that would set up an oversight board for Puerto Rico’s government. In an interview with The Bond Buyer, Jim Spiotto discussed the importance of elected officials and oversight bodies for financially distressed municipal entities.
