Ann E. Acker is a Director of Chapman Strategic Advisors LLC, a consultancy providing educational and strategic insights to market participants concerning municipal finance topics. Prior to joining Chapman Strategic Advisors LLC, Ann was a partner in the law firm of Chapman and Cutler LLP and member of the firm’s bankruptcy, workouts and civil litigation practice groups.
During her law career, Ann represented banks, bank groups, institutional investors, corporate trustees, and bondholders in major Chapter 11 cases and civil litigation at the trial and appellate level throughout the United States; partnering with James E. Spiotto, she also represented clients in the Sierra Kings Health Care District, Jefferson County, Alabama and Mendocino Coast Health District Chapter 9 cases.
As a noted and accomplished speaker, Ann has addressed the Practicing Law Institute, National Association of Bond Lawyers, Bank Administration Institute, and Midwest/Midsouth Securities Law Conference. She has also spoken at the Practicing Law Seminar on the drafting of documents in order to avoid bankruptcy complications.
Ann has contributed greatly to the knowledge and thought leadership surrounding municipal defaults and bankruptcy. Along with Jim Spiotto, she authored Municipalities in Distress?: How State and Investors Deal with Local Government Financial Emergencies (2012)—published by Chapman and Cutler LLP, and available through Amazon. They also authored Primer on Municipal Debt Adjustment, Chapter 9: The Last Resort for Financially Distressed Municipalities (2012)—also published by Chapman and Cutler LLP and available through the firm upon request.
