Ravitch, Spiotto: Use Carrots, Sticks to Avoid More Detroits
On November 11, 2014, Jim Spiotto participated in a panel discussion at the Penn Institute for Urban Research (Penn IUR) entitled "Urban Fiscal Stability and Public Pensions: Sustainability Going Forward."
The Bond Buyer published an article quoting Jim's comments that establishing public pension funding authorities would aid municipalities in avoiding the Chapter 9 bankruptcy experienced in Detroit. Jim also suggested investments in "infrastructure and vitas assets" to help improve municipal distress.
