Bills Halting Litigation Over Puerto Rico Debt Raise Legal Issues

Bills introduced into the US Senate and House to pause litigation surrounding Puerto Rico's debt have raised questions about the constitutionality of such an approach to the commonwealth's fiscal crisis. The bills are intended to both give Congress time adopt legislative relief for Puerto Rico and to prevent complex restructuring negotiations from becoming even more complicated. In an interview with The Bond Buyer, Jim Spiotto discussed legal questions raised by the bills.
