A New Borrowing Route May Open for Illinois Governments

Legislation currently being considered in the Illinois Senate includes a bill to authorize the state’s home rule communities to issue a new type of bond. Senate Bill 10 would allow home rule municipalities to assign revenues from the state to certain issuing obligations, which could benefit communities by lowering interest rates. In an interview with The Bond Buyer, Jim Spiotto discussed the bill and what it means for local governments and investors.
